Needs Assessments provide organizations with the information needed for effective decision-making about future program planning. Methods include:
• Surveys
• Key Informant Interviews and Focus Groups
• Secondary data analysis

Program Evaluation Design and Implementation starts with the development of program and logic models, identification of data sources and development of data collection instruments, data entry, statistical analysis and report generation. Types of evaluation include process, outcome and impact.

Quality Improvement consists of developing appropriate indicators and benchmarks that organizations need for program management and performance improvement purposes, collection and analysis of data and preparation of quality improvement reports at specified intervals.

Training and Technical Assistance consists of the provision of introductory and advanced training related to the key components of evaluation, performance measurement, logic models and interpretation and utilization of data for the purposes of continuous quality improvement.

Surveys provide organizations with a cost effective approach for measuring various aspects of a program, such as satisfaction, opinion surveys, utilization of information systems, et al. The results can be used for the purposes of continuous quality improvement, as well as in meeting the requirements of funding and accreditation organizations. Types of surveys include:

Database Design and Development provides an organization with a well-developed system to manage information on a day-to-day basis.

Technical & User Friendly Database Training Manuals assist organizations in the process of maintaining a newly developed database.

Geographic Information System (GIS) Mapping and Spatial Analysis assists organizations in program planning and evaluation. This information is essential in tracking trends, identifying service gaps, requesting future funding, allocating resources, and assessing outcome.

Cost Effectiveness and Cost Benefit Analysis assesses the value of a program by comparing the benefits with the actual costs helping to determine whether they are worthwhile.

Mission/Statement of Purpose:

HPW Associates, LLC, a Pennsylvania Certified Woman Owned Business, applied research, evaluation and program performance measurement in government, non-profit and private arenas. We work with our clients in developing appropriate performance measurement and improvement structures that can be easily incorporated within their own organizations.

HPW Associates works collaboratively with programs and organizations in the public, non-profit and private sectors to increase their capacity to meet the needs of the individuals they serve through the use of appropriately implemented evaluation and performance measurement systems. Our philosophy is to utilize a participatory approach with clients and stakeholders from the onset to the completion of each project.

We have experience in the areas of behavioral health; managed care; school based programs; criminal justice; case management; information systems; cost benefit studies; prevention and education.

Findings from our evaluations have resulted in the improvement of existing programs, as well as in obtaining additional funding for program enhancement and expansion. HPW Associates has served as the lead evaluator for several federally funded initiatives.
